Today's developing economies use much less energy per capita than developed countries such as the United States did at similar incomes, showing the potential for lower-carbon growth. Adaptation and mitigation need to be integrated into a climate-smart development strategy that increases resilience, reduces the threat of further global warming, and improves development outcomes. Adaptation and mitigation measures can advance development, and prosperity can raise incomes and foster better institutions. A healthier population living in better-built houses and with access to bank loans and social security is better equipped to deal with a changing climate and its consequences. Advancing robust, resilient development policies that promote adaptation is needed today because changes in the climate, already begun, will increase even in the short term. The spread of economic prosperity has always been intertwined with adaptation to changing ecological conditions. But as growth has altered the environment and as environmental change has accelerated, sustaining growth and adaptability demands greater capacity to understand our environment, generate new adaptive technologies and practices, and diffuse them widely. As economic historians have explained, much of humankind's creative potential has been directed at adapting to the changing world. But adaptation cannot cope with all the impacts related to climate change, especially as larger changes unfold in the long term. Countries cannot grow out of harm's way fast enough to match the changing climate. And some growth strategies, whether driven by the government or the market, can also add to vulnerability particularly if they overexploit natural resources. Under the Soviet development plan, irrigated cotton cultivation expanded in water-stressed Central Asia and led to the near disappearance of the Aral Sea, threatening the livelihoods of fishermen, herders and farmers. And clearing mangroves the natural coastal buffers against storm surges to make way for intensive farming or housing development, increases the physical vulnerability of coastal settlements, whether in Guinea or in Louisiana.

अमेरिका जैसे विकसित देशों के बीते समय की आय के स्तर पर वर्तमान विकासशील अर्थव्यवस्थाएँ प्रति व्यक्ति कहीं कम ऊर्जा की खपत कर रही हैं, जिससे यह संभावना प्रवल होती है कि कार्बन वृद्धि पर अंकुश रखते हुए भी विकास किया जा सकता है। एक ऐसी जलवायु-अनुकूल विकास रणनीति बनाने की आवश्यकता है जिसमें अनुकूलनशीलता तथा अल्पीकरण समन्वित हों और उससे समुत्थानशक्ति का विकास हो, वैश्विक तपन के बढ़ते संकट की आशंका में कमी हो और विकास परिणाम में सुधार लाया जा सके। अनुकूलनशीलता तथा अल्पीकरण उपाय अपनाने से विकास को बढ़ावा मिल सकता है, और आर्थिक समृद्धता आने से आय बढ़ सकती हैं और बेहतर संस्थाओं को प्रोत्साहन दिया जा सकता है। बेहतर निर्मित घरों में रह रही एक स्वस्थ जनसंख्या जिसे सामाजिक सुरक्षा और बैंक ऋण लेने की सुविधा प्राप्त है, बदलती जलवायु और उसके प्रभावों से निपटने के लिए बेहतर सज्जित होती है। आज समुत्थानशील संतुलित विकास नीतियों को बढ़ावा देने की आवश्यकता है जो अनुकूलनशीलता को प्रोत्साहित करें क्योंकि प्रारंभ हो चुके जलवायु परिवर्तन अल्प अवधि में ही बढ़ने वाले हैं । आर्थिक समृद्धता का प्रसार सदा से परिवर्तनशील पारिस्थितिकीय परिस्थितियों के साथ अनुकूलनशीलता से गुथा रहा है। किन्तु वृद्धि ने जैसे-जैसे पर्यावरण को परिवर्तित किया है और पर्यावरणीय परिवर्तन जैसे-जैसे त्वरित हुआ है, वृद्धि और अनुकूलनशीलता को कायम रखने के लिए हमारे पर्यावरण को समझने की बेहतर क्षमता तथा नई अनुकूलनशील प्रौद्योगिकियाँ और आचरण विकसित करने और उन्हें व्यापक रूप से विसरित करने की आवश्यकता है। जैसा कि आर्थिक इतिहासकारों ने व्याख्या की है, मनुष्य जाति की अधिकांश सृजनात्मक अंतःशक्ति परिवर्तनशील दुनिया के प्रति अनुकूलनशील बने रहने की ओर उन्मुख रही है। किंतु यह अनुकूलनशीलता जलवायु परिवर्तन के सभी संघातों का सामना करने में समर्थ नहीं है, विशेषकर जब दीर्घ अवधि में अधिक विस्तृत परिवर्तन सामने आएँगे । देश इस परिवर्तनशील जलवायु से सामंजस्य रखते हुए उतनी तेज़ी से इस क्षति के मार्ग से मुक्त नहीं हो सकते। वृद्धि की कुछ रणनीतियों, चाहे वे सरकार या बाज़ार द्वारा संचालित हों, भी इस भेद्यता को बढ़ा सकती हैं, विशेषकर यदि वे प्राकृतिक संसाधनों का अतिशोषण करती हैं। सोवियत विकास योजना के अंतर्गत सिंचित कपास की खेती का विस्तार अल्प जल वाले मध्य एशिया में किया गया जिससे अरल सागर लुप्तप्राय हो गया, और मछुआरों, पशुपालकों और कृषकों की आजीविका संकट में पड़ गई। इसी प्रकार मैंग्रोव, जो तूफानी लहरों के विरुद्ध प्राकृतिक तटीय प्रतिरोधक हैं, का गहन कृषि या आवासीय विकास के लिए साफ कर देना, तटीय बस्तियों की भौतिक भेद्यता को बढ़ाता है, फिर चाहे यह गिनी में हो या लुइज़ियाना में।
